Same problem on Android. I can bring up the attachment manager, but if I try to upload it doesn't display. Both platforms use the webkit browser, so it is likely the same problem.
The picture upload system works on a filesystem base. The iPad is very closed source and doesn't give you access to it's internal filesystems (in an effort to prevent hacking or unauthorized app installation). Therefore, unless the forum has a special mobile page or you have a vBullitin "app" there is probably not a way to upload pictures from your iPad.
I was able to post from my Android ok without any rooting or special apps.
Note: Interesting I wasn't able to use the basic upload, but it would let me do it with the special upload. It immediately opened up an Image directory where I could choose the file and select. I wouldn't say it was exactly fluid, there was a lot of scrolling/zooming because the page is setup more for a computer and not a Phone... but it did work. (errr, well, technically the phone IS a computer running a flavor of Linux... what I meant was the page is not designed for a small touch screen, but rather a larger mouse driven display :-))
Here is an opportunity for Parallax to provide its very own iPad app. It may be a rather trivial item, but it is a way to get your company name out there.
