which of these 2 circuits is better to regulate data to a 0-5v signal?

    I would normally just use a series resistor and a 5volt zener to ground.

    Nick,

    You should also consider a TI CD40109BE CMOS Level Shifter. It can be used in
    the High-To-Low mode, which would probably satisfy your application.
    It only costs $0.80 from Digi-Key.

    Hello Nick;

    How about a series resistor (say 4.7K) to a diode clamped to 5 volts? When your input goes high, the diode will limit the voltage after the resistor to about 5.6 volts. If this is too high, then another series diode from this clamp will drop the level to 5.6 minus 0.6 equals 5 volts.

    Should cost exactly 3 cents!
