Problem with FTDI/US232B?

Ok, I gave up on the serial port of this Toshiba laptop, finally measured the voltage and it is only 6 volts.
I have a US232B USB converter dongle. But when I plug it into the laptop (Toshiba Tecra 8100) it crashes the OS. OS will not boot with it plugged in afterwards either.
If I plug it into a desktop, no problem. Can't figure out if its a bad US232B or USB port.
USB port seems to work fine with another USB peripheral.
Hate to buy another converter to test before checking in here for ideas.
The forums, in one place, talk about installing the FTDI drivers before plugging it in. I can't figure out how to do that and the instructions on the Parallax site walk you thru it while it is newly plugged in.

·· That is correct...Our drivers are installed after plugging in the device when the new hardware wizard appears.
