I see that the VIO pins for each group is brought out to the edge connector but in realty these pin should never be used correct?

The power source on these pins is 3.3 volts at 300 ma. That's just enough power to power the 8 pin group they are for.

So when designing a board a separate 3.3 volt supply is needed to power other devices.

    It depends on how much current you draw on each pin. If the pins don't sync/source a lot of current then I would think that most of the 300ma would be available for use.
