  I was going to say "no way," but then I checked the pinout. It has SMBus pins. SMBus is I2C with a few restrictions.
  
  
  And PCIE provides 3.3v power.
  
  
  Another option would be PCIE->USB and USB->serial. Or maybe there's a chip that does PCIE->serial. or parallel.

  I think high-speed solutions while interesting would be way beyond the OPs ability, especially considering that he is wanting answers (solutions) for every aspect. I like the SMBus idea though, nice and simple and no special driver required.

  Now, about drivers. How would I make a driver that talks to the prop via PCIE?

  I was thinking this sounded cool up until this point. Why would anyone want that specific idea? Seems more difficult than USB, by far.
