I use an application called winQCad.

Depending on what you are using, you may have to make your own symbols....but once you have the schematic you can go ahead and make your PCB Layout and export Gerbers.

It is a full design suite...and it is free up to 499 pins.· It costs money after that, but I use it for my development.

Eagle v 4.15 FREEWARE will draw the item and then you can get boards made in China via Sparkfun.

All very reasonable.· It exports Gerber files too -- the older Gerber and newer Gerber 274x

Also, the Propeller IDE will generate schematics in a .txt file with the Parallax font.· But no printed circuit board fabrication
