PLC to WIFI &.or GSM

I am new to the whole Basic stamp, and at 54 years old, I am just too busy to learn the whole thing.
I need a basic stamp program/device that will poll 2 ports [one on WIFI and the other on a rs-232 to GPRS device] to see which one is alive, then funnel communications from a PLC to that one.
Can you suggest someone to do this for me?
